I use a reshade with literally every PC game I play. It's not hard at all to make a custom set for a game and actually I recommend everyone take the time to make their own instead of downloading a preset because each monitor is different with slightly different colors.
Anyone can recreate that effect. It looks like all he did was decrease the brightness and increase the contrast and possibly add a sharpen filter. Literally would take less than a minute to do

Steps: Download reshade file
Click "Select game"
Select your Madden exe file
Select rendering API (Direct 3D 10+ for Madden 19 since that's what it uses. Btw, Reshade doesn't work with DX12 yet so you must be running in DX11 mode. )

Select the shaders you want. (Clarify, Vibrance, and Tonemap are 3 I always use)
Select Edit Reshade settings
In Preset box type madden.ini
In the madden Exe directory create a file called madden.ini
Open the game and press Home key to go through the tutorial and tweak the shader settings to your liking
Check the "Performance mode" box when you are finished
To remove, delete or rename dxgi.dll from the directory. If it doesn't start, try renaming it to d3d11.dll
