The scale is just a simple way to increase or decrease the sliders without going up by 1 or 2 clicks and getting slideritus.

If 62 for run block doesn't work for you, then bump to 75. If 75 too strong for some reason drop it down to 68. It's just a way for you to find a nice happy medium and get to playing instead of testing sliders year round (which is cool if you like that stuff, just not for me.)

The lower reaction time would mean slower reaction I would assume based on the sliders description over the years etc. Higher for better as well.
