How do I or is their a roster that will keep the CPU from cutting players they don't need to and rearranging depth charts ?

Not unless it is a roster that starts out with all rosters at 53 players. However, even then, teams may cut certain guys if they think they need to save cap space or something. The CPU is always going to need to be able to manage their roster due to injuries and what not. I believe you can choose to control all 32 teams which could be the solution you are looking for.

I wish they'd add a 10 player practice squad , that would eliminate this issue.
