Worst Team in the Best Division?

Every year i do a rebuild franchise with the Jags because they are usually the worst overall team in the game. This year I want to face what I believe will be an even tougher challenge so I would like to enlist your help to help me figure out which team to use for my new franchise. I want to be the worst team in the best division because let's face it...it is easy to rebuild the Jags when you get 6 games against the AFC South. Vote in the poll and let me know why you chose the team you did. Thanks for the help!

A couple of my own personal house rules that may sway a decision...
I will be using the most up to date Madden rosters
Pre-existing injuries are turned off
Anyone who is suspended will be reinstated before the season starts (Josh Gordon)
I want this to be a multi year franchise so a team like Denver isn't as scary because by the time my team should be in contention they won't have Manning.

I think the toughest challenge you can get is an expansion franchise. My expansion team is 72 OVR, lower than any of the teams you've listed Put them in a tough division too of you'd like.

Titans if you want a mobile QB

Bucs if you want Winston

Raiders if you want a young offensive core with an up and coming defense

Jags if you want to be laughable

How do you start an expansion franchise? Doesn't adding one team to a conference screw up the conference?

Just follow the link in my signature to see how I set it up. You have to replace a team, so there's still only 32 teams in the league, but following my set up you build an expansion roster, basically poor free agents and 2nd-3rd stringers from the 31 other teams, and you should have a 68-71 OVR team

I tried this tuba and while it was a lot of fun I lost interest seeing some of the Jags players on other teams. I am a fan of realism so until madden actually reintroduces an expansion option I just can't fully get into it.

My vote goes to Chicago. Cutler gives you both a bad quarterback and a bad contract. Forte will decline at any moment. Offensive line is bad, defensive pieces don't fit right. Fuller is the only plus starter on that side of the ball, and his traits aren't really dominant.

Plus, you'll have Rodgers to deal with the next half decade at least, Bridgewater will likely improve, and Stafford should give you a challenge every time you play the Lions.
