Is there 32 team control in Madden 17 and how is it achieved?

Verified this after buying another controller. The amount of workarounds to run a franchise is astounding at this point.

Anyone know if and/or why I cannot manage my depth charts or switch controllers during an offline connected franchise? I wanted to edit the depth chart and play offense for both teams, but I can only find a way to play offense for both teams if I also pick the defensive plays or pick random.

In My 32 team controlled not a single trade has taken place. Teams are automatically putting players on the trading block but no team has traded for them. Or traded picks etc
Can someone help?
I’m using madden 17 (ps4)
