Injury rating not tied to players being injured

Ok so supposing your theory/explanation to be true, what other factors go into a player being injured? I've lowered stamina and toughness as well. If it is truly a dice roll, then what is the point in having injury ratings at all. And I do agree we need the ability to give player manual injuries.
