WR2 low Average Per Reception?

Does anyone know why the wr2 will average under 10 yards per reception in franchise? Not all teams but to many. He could be a speed receiver or deep threat but it still happens. I actually move my wr2 to the slot so his average will be normal. Any fix?

I don't know if this is actually the cause but it probably has something to do with the fact that the #2 receiver actually plays most snaps against the defenses #1 corner. To see if this is the cause, it might be possible to jump into a 32 team control offline league and place all #1 receivers into the #2 slot and place the second receiver into the #1 slot and see if that fixes the issue.
