I would go with the positional xp training boosts for whatever positions you want to develop the most, that's what I do at least. I can see the master trade negotiator being useful for draft day trades.

One thing I can say is I'm glad they grouped all LBs DBs OL and DL together. It was a pain trying to get all XP packages before. Anyways, I get the XP packages 1st, if I draft say a stud WR I want to make sure I have that package.

I personally play it by ear. XP progression packages are great, but I look at needs. If I have a big time CB on a contract year, I make sure I have "DB re-sign influence" ASAP. Same for say a QB or HB, I make sure I have the re-sign package for whatever position I am looking to keep. This allowed me to re-sign Dak Prescott, ezekiel Elliott, Jaylon Smith, Sean Lee, and Dez Bryant to team friendly contracts and keep some cap room.

Then I get the weekly XP boost, and go through the position progression after. I base it on which position needs the most work, and move up from there.

I never bother with retirement influence, because by the time a player is 35-36 his overall has dropped 15+ points.
