Madden 20 patch 1.21 what did this fix??

I'm not sure if it is this patch that did it or 1.20, but the strangest thing happened to me.

3rd and 6, CPU completes pass for 17 yards. Crowd cheering and everything. 1st down. CPU decides to....punt?

What?
