Unfortunately Frosty/Fifa Editor doesn’t give you the “formulas” that these are plugged into for gameplay.

You can see/access/edit some of these formulas in Hex, but that is painstaking process to find those offset locations in Hex with such a large game file.
(came across this info back in M25 game dump)

Low AWR is heavily weighted in the triggering formulas, but the rating is used in other gameplay aspects where low rating would be detrimental to gameplay.

I played 2 seasons testing penalty sliders. I actually had more penalties and yards against for the season I ran at 60 as opposed to 80. I wonder if there is a way that if the sliders are too high that they affect the animations that trigger penalties.

What was the magnitude of the difference?

Is it possible that it was just random variation, and the sliders basically do not do anything?

With penalties, it's really not that complex to figure out for slightly increasing penalties. You can literally change the number of max penalties per game/half/etc. Of course, there are a lot of moving parts under the hood that offset other things, but penalties seem to be one of the simpler work-around on PC.
