Hmm... That doesn't make sense to me. You allow users to pick different team centered playbooks already, why not allow the user to put together his own?

Custom playbooks simply take the plays that are on the game already and packages them in a better, more personalized way.
It has nothing to do with EA and everything to do with MS/Sony when you are playing ranked games everything must be the same. Allowing the user to create their own playbooks would unbalance everything. But like I said its something we may see for online leagues and online franchises in the future.

When MS had NFL Fever they allowed custom plays online.

Not just custom playbooks but also created plays. 25 offense and 10 defense. This has been the only game that has allowed us to do this since then.

Well, we have seen altered rosters / uniforms / playbooks supported for online play before.

And I don't see how allowing users to create their own playbooks would unbalance anything actually? They're just football plays, and this is a football game.

If anything, allowing custom playbooks would actually balance things moreso, especially on the defensive side of things because you'd be able to constantly upgrade your playbook to counter multiple offensive styles without completely scrapping one designated book for another.

As an aside, I think custom books should be open to both leagues and ranked play. Ranked play is where you really hone your skills. League play is where you make use of those skills. Not having your playbook carry over from one venue to the other limits your development as a player.
