Because the amount of time it takes for a video game player to call a play and get to the line of scrimmage is a tiny fraction of the amount of time an NFL team takes, 60 minutes results in far too many plays.

Now, we have an accelerated clock to simulate that time, but it doesn't run in the final two minutes of each half (don't ask me why, I never understood it, seems like someone was trying to be too smart by half). Thus, even with accelerated clock, 15 minute quarters results in too many plays being run.

The goal is about 125 snaps per game, total. An average NFL game. In my time with the game, I tested this and found that 14 minute quarters with accelerated clock set to 15 seconds results in about this number. I didn't test for accelerated clock to 20 seconds, but that's what it ran too last gen, and 12 minute quarters was about right.
