In short, you need to have this file VITA_COMPRESSED_WAD.arc already decrypted. This file is encrypted in ux0:app/PCSA00115 in your PS Vita/PSTV.

You can decrypt it, for example, straight in VitaShell. You could watch a video about that in Youtube.
