Not in version 1

So would that mean Colon doesn't retire at the end of a 2014 sim? Or does that mean when a 99 pot player retires a 99 pot player is generated for the draft?

no when a player is generated for the draft it removes the older lower potential players first. having him at a 99 potential just keeps him farther down the retirement lise not a 99 for 99 potential swap

So what you're saying is that Jeter would have like a 50 potential or something as he's a sure bet to retire after 2014? Colon has his 2 year deal with the Mets and should play it out before retiring

When they are done, Steve usually pins an article to the homepage about the completion. I'd say to check their frequently once the guys get close.
