I believe it's after. I think Willard releases it, and then backdating, pitch edits, etc are done by others after that's just my assumption. I personally hope thats the case though, I prefer up to date rosters instead of Opening Day ones.

Same here, though I'll be waiting for pitch edits and maybe contracts. Haven't decided on the latter.

We're all different, I hope it's before because I want to start my franchise with things as they were at the beginning of the season, of course we all play the game differently.
