Yes, Aroldis Chapman, and Jeurys Familia need one, I don't understand why some closer animations include a windup.

Trevor Rosenthal is another one... However, guys found good deliveries for Chapman, Familia and Rosenthal last year so hopefully those deliveries are still in 16.
