Nope. They give signs but it's really just for effect. They don't actually tell you to do anything.

I was playing around with the rtts baserunning setting and during the following game it would prompt me to 'steal base' while on first at times. Can't remember what setting I put it on, action plays, maybe? Not at home currently or else I'd look.
