In RTTS, why does my manager tell me to steal 2nd base in situations that don't make sense.

No outs, I'm at first. No steal.

1 out I'm at first. No steal.

2 outs, 1-2 count, Manager says steal.

Um, what?

One part stupidity, one part making the game artificially harder, one part rng. I gave up a no doubt home run to the orioles 5th starter who had a 1 contact, 0 vision, 0 power. The cpu and rng made it artificially harder in that case with some stupidity sprinkled in.
