Reason for them being locked to begin with is their contracts are not guaranteed. They won't be guaranteed til after the first week of January. Unless they had signed a guaranteed contract for this year they would remain locked, thats why every year when we all ask about second rounders and once RED MC was released in the past and you look at the roster file on your computer you see all the 2nd round picks are on the game disc and you see the other free agents that were locked as well.

You could make them or you simply wait for 2K to unlock them or you find a computer program compatible with 2k15 roster files for an xbox one and unlock them yourself. If you have previous versions of this game and you still have an xbox 360 and you have RED MC check a previous years roster set and you'll see exactly what I'm talking about.
