I know that some rosters with legends are based on MyTeam cards and their prime ratings for their attributes.

However, I haven't found a site with tendencies.

Is there any way to pick tendencies accurately?

I based mine off of stats and knowledge of the players game.

For 2k16 tendencies: 2KHEAD.com and MTDB.com

I'd just use Sonic's tendencies. They are probably the most accurate
