Last teams in the 30 is Baylor Bears, Syracuse Orange and Houston Cougars.

Does this mean the roster is finished and ready for use? I’m on PS5 and I see that the Bucks, Knicks and Lakers still have the real NBA roster. Is this by design? Or will these be added to shortly?

There's 30 teams, so you can start a season if you want to play with the extra teams that were done which were Bryant Bulldogs, Oregon Ducks and Washington State Cougars.

Bucks (Houston Cougars), Knicks (Syracuse Orange), and Lakers (Baylor Bears) will be added shortly.
