Players Cold Too Fast

What slider affects how quickly or how "consistent" a player is? I see too many instances of missing one or two shots then not being able to hit water if they fell out of a boat for the rest of the game. I think Mike Wang even said there is a feature where someone on the team is automatically cold to start? how can I turn that bs off. This is generally on HOF difficulty but i have seen it happen in SS mode. And in case your wondering know I am not trying to cheese and force shots with a star all game. These are quality shots clanking for seemingly no reason
