The 2nd season is hardcoded based on the real-life projections for next year's salary cap ($90M).
Every 10 years there's going to be a TV deal year. The increase can be anywhere between $3M and $12M. Whether it's going to be closer to the bottom or the top of the range is determined by your slider setting. Lower than 50 brings the top down, higher than 50 brings the bottom up.
Other years have a smaller increase, anywhere between stagnation (0% increase) and $1.5M for the inflation rate slider set at 50. Lower settings lower the $1.5M all the way to $750K, higher can increase it to $2.25M.

I started my cap at 85 with inflation at 100, simmed a season, and got a second season cap at 96mill. Simmed that season, and the cap went up to 98mill in season 3. Not 94 mill projected this year or the over 100mill projected in 2 years but close enough for me, you can play around with the numbers sim a season and see what you get.
I dont use hard cap, i turn it off.
