Has free agency been fixed (contractcts)?

For the most part I haven't had too many issues with 2k14 on my PS4... but I wanted to rebuild my Lakers so I simmed the first season to get to the offseason. Had about 34 million in Cap Space to work with. I go into talks with my first potential FA signing and it will not let me adjust my offer. Player X asks for a certain amount/role over x amount of years and I always end up being forced to under-offer with no way to change my figures.

Has this been fixed yet? I'm sure this is buried somewhere in another thread but I'm just wondering if its been fixed so I can start a new MyGM or should I go back to my AC4 and Skyrim for now.
