How does FA contract negotiation work?

So I have 7 MILLIONS (I have 52 M covered) to reach the salary cap (59M) and the budget for player payroll is like 79M.

I am in the off season and tried to sign Free Agents but cant offer more than 7 per season which is the number to reach the league salary cap. But I still have some unallocate money from player payroll budget (like 20M).

Why cant I offer more than 7 a season to a free agent if I have 20 extra to use?

I believe the 20 million can only be used to sign or extend your OWN free agents.

Basically Whatever cap space you have that's what you can offer to FA.
