How do Qualifying Offers work?

If another team offers a contact that I can match, when exactly does the opportunity to do that occur?

Is it during the Free Agency period?

Yeah it will pop up when you go to advance to the point where you accept offers you gave to free agents. Pretty sure a caption pops up that says "player has accepted an offer from team you have the chance to match".

To clarify:

What you're describing happens at the end of the Qualifying Offer period and BEFORE Free Agency beings, right?

Yea sorry I didn't really know how to word it but no it happens during the free agency period. You offer them the qualifying offer and if they get an offer from a team during free agency it'll pop up that you can match the offer, but if they don't get an offer towards the last couple weeks they'll accept the qualifying offer.
