That's been my presumption. There's also a retired players association and this is pure speculation, but maybe if a player belongs to that association then passes on, perhaps his rights must be negotiated individually.

complete past seasons included as opposed to random teams from various years would be nice

start with a kobe or bron season to get the casuals interested in past seasons, then move forward and add a couple seasons each year.

charge as dlc if needed.

At that point I lose all interest.

I feel if you're going to insult the best players of all time by making them on par with guys that never made an all star team, I'd rather them not be in the mode at all.

Oh man I couldn't agree more. It's bizarre some of these players that get 90+ moments cards. Think about how boosted their attributes are in order to push their rating that high.
