Has increasing caps been confirmed?

Seems really unfair that sharpshooter is so much higher than everyone else on 3pt.

Nothing has been "confirmed". Mike alluded to something along the lines of getting boosts in career, but couldn't elaborate.

But, the theme this year is choices. You make a choice on your position, playstyles, and vitals. These shape your character.

For example, equipping the new Posterizer animations is locked at Contact Dunk rating 82. Certain dribbles and dunks are position or rating locked. It looks like you won't be crazy OP at everything, but you'll be amazing at what you specialize in.

I love that idea, especially to stop cheesers in Mypark. But I really, really wish they would let you upgrade attributes individually. There's no reason a PG should have to upgrade his Block rating to the 70s just to increase his Steal or On Ball D rating. It's a waste of VC and doesn't allow for the ultimate amount customization.

Oddly enough Melo is considered a sharpshooter in 2K. Post scoring is pretty high but the speed factor and scoring at the rim is just putrid. Hopefully you have teammates who pass if you make that kind of player.
