Why Shot Close is in Shooting Off Dribble category?

If I understand correctly, shot close would affect standing shots within the key? Because otherwise a moving shot within the key would result in a driving layup.

Has there been any clarification from the developers or anyone know for sure how shot close works?

Even when it is not for standing shots at close range, I still feel that it is unfair for big men who play mostly around the key to have to put points in Shooting Off Dribble just to bump up their shooting around the basket. I feel that shot close should be in the Layups and Dunks category.

Just look at the centers who almost have no mid range or 3 pt range like Howard, Jordan, Drummond, etc., they all have around 30 for all the mid/3 pt shooting as well as off dribble shooting, while their shot close is always 80+.

It just does not make sense to tie shot close to shooting off dribble mid/3.
