I haven't had one yet? Do i have to complete a set amount of years?

Yes you have to have league meetings. I simmed out about 50 years before all 6 teams were added.

In all cases the league rejected expansion and I overruled them. If you have rules changes off no expansion takes place.

Realignment happened automatically but I made sure to sim it.

I noticed expansion would show pending before the season started and it would be voted on at the end of the season.
