Sorry if this has been posted before or if it's common knowledge. I'm looking to find out when 2K releases new rosters, and read about what they changed. Thanks for any leads.

They don't typically have "notes" for rosters. They'll tell you who they edited, how much the overall moved up or down, and it's basically up to you (and the community) to see what exactly changed.
