Tbh, I'm not sure of an entirely foolproof way at this point.

Maybe in MyGM the OVR can be a snapshot of what it was at the end of last season.

Problem with OVR/ratings being dependent on performance is, that the sim engine of 2k is just bad. Simmed stats are nothing close to reality. Before 2k doesn't get this right, it is no option for them to base ratings on MyLeague performance. In general I do think, that letting performance in to some part is the way to go for the future. Right now Player developement is just too linear and predictable.
