Some may be more sensitive to it than others, but I can assure you it is there and noticeable on every possession in a 5V5 NBA game. I do not play online modes, so I cannot speak to them.
The size of the TV may also exacerbate the issue. My tv is 75" and the studdering/frame rate drop is very hard on my eyes and takes away from the gameplay experience. Is it unplayable, no, but it's there and needs to be fixed.
I am hopeful that these issues were resolved with the patch (1.01) that XBOX owners have yet to receive. The patch notes were primarily for framerate, studdering, and performance issues, so I am sure the devs noticed this before releasing to the masses. Unfortunately, XBOX is always slow on delivering patches, so let's hope it releases tonight or tomorrow morning.
If not, I guarantee you this thread will be flooded with posts from folks who bought the XBOX One standard edition and receive their game tonight/tomorrow.

Is there anyway either of you can plug your xbox into a 40 inch 4k tv to test?
I have a 43 inch and will test in full as soon as the damn thing shows up....
