The deal is worthless to me since there are only 2 EA Sports titles that I want and don't already have. I wish they had done this in August.

i bought Madden off of ebay and Live from EA so if i send them my Paypal receipt and EA packing receipt, do i still qualify?

When did you buy Madden? If you bought it before today then no Madden won't qualify. Since it says they must be purchased between Sept 27 and Nov 14. Purchases from eBay probably don't count anyway since it says it had to be a new copy purchased. Even if it's still in shrink wrap, they'll probably still consider it used because you bought it from eBay and not regular retail store (Best Buy, EB, Gamestop, Walmart etc.)
