Roster Download Error Message...am I the only one?

I cannot download any rosters....I am getting this error message

Change your privacy settings to everyone.

Ive never touched my privacy settings....where would I find them...i believe there already on EVERYONE

Who are you trying to get them from? If you're trying to download them from a friend that got them from somebody else then he has to upload his roster first.
