NCAA rules don't allow the player likenesses to be included in the shipped game; thus why the game ships without named rosters and there's always a short wait period for a named roster file to get out.

As such, so long as the NCAA doesn't change its rules, we will not see real player pictures in the NCAA series.

Probably because incorporating such a feature would be too much time and effort on the developers' part, given that maybe 10% of their user base would actually upload pictures for every player in the roster. The dev team's time could be far better spent improving the game elsewhere.

In addition, the storage space implications on a hard drive would be substantial, (68 players * 70 teams = 4760 high-resolution player portraits) and it'd be a further and more egregious bypassing of the NCAA's policy on player likenesses in games.
