I'm looking for a file that doesn't have any of the edits that disallow the file to be taken into head to head matches, basically looking for a file with every player named no other edits to go with my already great community file.

Have you tried to play a game yet? My buddy and I have two different versions of a roster and it took the names online without the rating changes. Unless the rules are different with unranked games.
