Not true. I've gotten instant commits with leads as small as 50.

I'm just going off of what happened to me. The ones lower than 150 didn't commit right away

To save you all time I just now got an instant commit with a 10 point lead.

You can not get instant commits without the perk. Which i believe is broken. because if that was their true intent it's kinda dumb. I even had a situation in another a dynasty where I was LSU and had instant commit and never got a single 1 in 5 years. So there is even a chance where you instant commit can be broken as well. When I checked on the dynasty website. I would see some weird "??????" next to the recruits.

You could play a 20 year dynasty with Alabama and never get an instant commit. Unlikely, but possible. Having a 20% chance of getting an instant commit doesn't mean you'll get an instant commit 1 out of 5 times. That's not the way probabilities work.
