Where do you go to buy extra teambuilder slots?

It shouldn't, the DLC should be on Playstation Network.

But remember, this is just to store them on your system...Dynasty is still limited to 12 teambuilder teams.

No, you should still be able to do it in the game. If you want to do it from the ps store, either go to add-ons and look for the game or do a search for ncaa football 13. I haven't had access to my ps3 all day so I'm not 100% sure if it is available yet or not.
