I'm pretty sure PFS' Sandbox mode allows you to control as many or as little teams as you'd like.

It's been a while since I really looked into this stuff;however, I think that Conferences, bowls, etc can absolutely be customized. Not within the game, but if you have knowledge of access and capable of editing the database files the game uses, then you can setup up a league however you see fit with. I think the max teams in a conference allows is 14, and bowl tie ins can be changed. But, not within the game itself - It's done outside through Access.

I haven't ever really got into editing those files, but I believe there were online fictional leagues that set themselves up conference wise, team wise, playoffs or bowls howeve they saw fit due to the database file editing.

You can control all teams in a multiplayer game as commish but, not in single player. The rest of the questions are yes, except for the last one. I'm not sure if you can change/creat tournaments. There is a tournament option though. The other stuff can be done in access.

I never played PFS, I'll have to check it out. I will say I've played BBCF since release. Prolly the longest I've played any game.
