It's plexiglass. Yes it can break, its just so strong that the entire hoop will break before it shatters (see shaq bringing down that hoop about 15 years ago). For reference, plexiglass is what is used for windows in fighter jets and race cars.

If it was possible Pau Gasol would break it every game with the way he goes hard at the rim.
