Why are the Cardinals so bad?

Just curious...big time recievers, solid RB, QB who is turn over prone but still able to move the ball, and a decent coach. Yet they have always stunk. And even as they address one of the above issues they still stink. So two part questions.

Why are the Cards so bad (and please look beyond this year only when you answer)?

What do they have to do to be good (Good meaning go at least 9-7)?

Great teams are built with the offensive line and quarterback, not WRs.

Look at the Chiefs. They had a top notch offensive line and were tearing it apart on offense. Now their line is horrible as Will Shields and Willie Roaf retired, and everyone else has gotten old, and look where the team is this year.

Just today, over lunch, my friend said "everyone has talent at the skill positions. You have to have a good line." Simple, yet so true...

We were talking about my opinion that the Run and Shoot has basically developed into a standard mode of offense from what was once usually considered a less-than-credible scheme. We argued as to whether or not the Spread was a version of the RnS.
