I wouldn't call Herman Moore crap... I remember Ted Washington too back when he was on the niners. I really don't remember most of the other guys though.
I poked through some other drafts... 1984's first round wasn't very impressive... I remember Irving Fryar well.
1986 was weird -- the best player in the draft was Bo Jackson but he didn't ever sign with Tampa -- he ended up getting re-drafted in 1987, right? It had a few solid players like Byars, Everett, and Neal Anderson. I mostly remember Anderson because he took over for Payton.
1992 has only 2 QBs, 3 RBs, 1 WR, and 2 TEs in the first round, and all of them were busts. There may have been some good players at the other positions but I have a tough time because I didn't pay any attention to the other positions back then. It gets special bonus points because the Colts had both the first and second overall pick, and both were busts. Ouch!
