It is a fear of a lawsuit. Fear of media perception.

I can't believe everyone thinks this is a good idea. Most of the glory days stories revolve around how bad you get messed up on the field.....

If they really wanted safety they wouldn't make the fields so fast the players so big and the game so far away from its roots.
Why would you fear a lawsuit? Maybe because you're liable? Duh.

So we should let someone with a brain injury and possible diminished capacity decide if they should risk further injuring their brain through their job?

We also have laws in place to compensate coal miners if and when the consequences of their livelihood come to pass. But I fail to see how their conscious decision can be equated with that of a person suffering a brain injury.......
