2. '76 Bucs
3. '80 Saints (they actually had some pretty good talent which is just appalling how they failed that year)

Yeah, the '08 Lions are definitely heads and shoulders above (or below) the '76 Bucs. The Bucs even had an excuse for being bad in that they were an expansion team and were expected to be bad (though the '95 Carolina Panthers apparently missed that memo).

That's because the NFL made it easier for expansion teams to build themselves after they made it so restrictive for the Bucs and Seahawks in '76. The other teams were allowed to protect a lot more players then they did in '94-'95.

I maybe want to throw in this year's Rams into the discussion. Boy, did they look downright awful. My heart goes out to Stephen Jackson.

Don't forget that the Bucs not only went 0-14 in 1976 but started the 1977 season off 0-12 making it a 26 game losing streak. Beat that!
