I dont understand how the Bills can have a new uniform for 2011 unless they put in the request in 2009?

NFL is making the Broncos wait till 2012 to change to the orange uniform for some rule

My guess would be because the Broncos aren't changing their uniform, just trying to make their alternate jersey the full time home jersey. Maybe different rules/restrictions

The Broncos uniforms are so ugly that the NFL is making them wait to change them to punish them for ever using them

The Bills have long been rumored to be changing their uniform identity so I'm sure they put in a request back in '09.
