Never had played Nascar video games before... just wondering do you get to create your own car?

Uh kinda. There isn't a full fledged paint booth like say Forza. They have paint schemes that you can pick from and then change colors. And then you have pre-made logos to choose from. Can't make your own unfortunately.

Assuming you mean NASCAR Heat 4, the game released last year and not NASCAR Racing 4, the PC game released by Papryus in 2001?

If you mean NH4 then, like Jeffrey said, the paint booth is very limited and almost not worth the effort.
