I think they just meant 30 team control and/or being able to customize the league/mode as much as you want. I doubt they meant an actual commissioner mode.

Put your number two corner at number one on the depth chart and move your number one to number two. That’s how you get the matchups right, not sure why it’s like that but it works for me.
