Whilst I think this is roughly true I think its actually more complex than that , and Maddens version of years experience is simplified as opposed to how the NFL actually calculates this .

Only play CPU vs CPU ,all -pro sim ... first year EVER I've raised the INT slider above 50 , as the INTs were I felt marginally too INFREQUENT.

Currently it's actually impossible to get 100% accurate rosters for most teams ... even for the madden team themselves .
Obviously the practice squad problems go without saying .. only 12 rather...

As far as I know it was designed by Josh Looman ( the same guy who did Head Coach ) and its main target was to " merge" online franchise leagues , offline Franchise and superstar modes into one mode...
