I don't have forza 5, but in forza 4 you can create your own lobby when your online. and you can fill it with AI. you can change the laps amount in the settings. not sure if its the same though.

unfortunetly I'd say this is pretty common. Hopefully this year, things will get better with improved D and the abiltiy to throw the ball in the dirt. We'll see.
